About Dr. Rick Fraga
Dr. Rick Fraga, MD, FACS is a double boarded cardiovascular and thoracic surgeon with board certifications in both general surgery and cardiovascular thoracic surgery. He has performed a fellowship in vascular surgery and has dedicated his life to cardiovascular and thoracic diseases.
He has been using the latest methods and techniques of micro-surgical treatment for varicose veins and venous diseases. Dr. Fraga’s 31 years of experience along with his interest in cardiovascular and venous disease gives him a superior perspective of how to deal with these problems. He is part of a group of excellent physicians in the evaluation and treatment of venous disease at the Soffer Health Institute.
About Dr. Noreen M. Zambrana
Born and raised in San Juan, Puerto Rico. Since she was a young girl, Dr. Zambrana, showed her passion to take care of others.
Dr. Zambrana did her undergraduate studies in the University of Puerto Rico, where she graduated with a Bachelor degree in Biology/Chemistry. At that same time she worked as a research assistant in a Biology laboratory.
Fulfilling her dream of becoming the first physician in her family, Dr. Zambrana graduated with her Doctorate degree from the University Of Puerto Rico School Of Medicine in 1999. She completed a straight internship/residency from the University of Puerto Rico Family Medicine residency program in 2002.
Soon after she graduated, Dr. Zambrana migrated to South Florida. For the last 13 years Dr. Zambrana has been providing excellent medical care to her patients in private practice. Her passion and joy for the care of others shows every time she walks into an exam room and greets her patients with a look in the eyes and a big smile.
Dr. Zambrana manages chronic medical conditions with the purpose of decreasing complications and improving the quality of life of her patients. As an advocate for Preventive Medicine, Dr. Zambrana dedicates time to identify risk factors for disease that can be changed or modified to prevent future medical problems. She counsels and encourages her patients to live a healthy lifestyle.
Dr. Zambrana currently serves as part of the medical staff for Memorial Health System.

Nicolette Tabacco has been working with Dr Soffer as an experienced Registered Diagnostic Sonagrapher for 14 years and she assists Dr. Soffer during ultrasound-guided sclerotherapy and endovenous treatments.
About Cecilia A. Pernas
Cecilia A. Pernas, ARNP, FNP-C, is a Board Certified family nurse practitioner that started practicing with Soffer Health Institute in 2012. She was born in Cuba and raised in South Florida and has devoted her life to caring for her family and her patients. Cecilia received her undergraduate education from Nova Southeastern University. She continued her education at Barry University and then obtained her Masters of Science in Nursing, with Summa Cum Laude (Highest Honors), from South University in West Palm Beach, Florida. She is a member of Sigma Theta Tau International and Alpha Chi since 2009.Cecilia’s background is in family practice and cardiology continuing with vein disease, and sclerotherapy. Cecilia worked on, and published a research study on end-stage renal disease in chronic hypertensive patients that was published in the American Academy of Nurse Practitioners Journal.
About Maryanne Martinez
Maryanne Martinez, PA-C is a Board Certified physician assistant. She graduated from Florida International University with a Bachelor’s Degree in Biology in 1998. She then continued to graduate as a Physician Assistant in 2002 from Miami Dade College. She is nationally certified by the NCCPA since 2002 and has clinical experience in Women’s Health and Internal Medicine. Maryanne has dedicated herself to improve her patient’s health. She has worked on multiple clinical research studies, including studies on Depression, Diabetes and Chronic Pain, amongst other disease states. Her attention to detail offers her patients at Soffer Health Institute with excellent care in general medicine and cardiology, as well as vein disease and sclerotherapy.
About Mily Sartorio
Mily Sartorio has more than 18 years of professional experience in medical practice billing and administration with an emphasis on employee relations, personnel development, and team building. Prior to joining Soffer Health she was the administrator and billing supervisor for a cardiothoracic practice with Dr. Enrique Fraga for over 15 years.
Ms. Sartorio is responsible for day-to-day operation and management of the Hialeah office, including and not limited to non-legal staff management, space and facilities management, and for providing administrative leadership for the office and acting as liaison between the office and the main practice administration. She is also responsible for claims management in the billing department of the practice.
